The Building Industry Association of Southern California is governed by a Board of Directors, which is led by elected officers.

Bob Yoder
Shea Homes

Bob Yoder is President of Shea Homes Southern California, a division of Shea Homes, which is one of the largest, privately held homebuilders in the United States.  Shea Homes currently operates in California, Arizona, Colorado, North Carolina, South Carolina and Washington.

Yoder joined the Shea Homes team in November of 1996 as Vice President of Community Development.  Prior to joining Shea, Yoder spent two years with Polygon Communities, Inc. as Senior Project Manager working on a wide variety of communities from agency assisted affordable to luxury homes. In addition, Yoder spent ten years working in the San Gabriel Valley and Inland Empire region as General Manager of Hix Homes.

Although he grew up working for his father’s construction company, upon graduating from the University of Southern California, he served as head men’s volleyball coach for two years at Ohio State University followed by eight years in the same position at USC. His 1988 USC team won the NCAA Championship.

Yoder has an economics degree and a Masters in Business Administration with an emphasis in Real Estate Finance from USC. He is also a past president of BIASC’s Riverside County Chapter.

Paul Johnson
Rancho Mission Viejo

Paul Johnson is the Senior Vice President of Community Development for Rancho Mission Viejo, which oversees design and implementation of master plan communities. Management responsibilities are currently focused on the development of Ladera Ranch and the Ranch Plan located in South Orange County. His responsibilities are to oversee and manage the project’s urban design, development, marketing, builder land sales and administration and the master maintenance corporation.

Prior to joining Rancho Mission Viejo, Paul was a project manager for the Fieldstone Company’s Newport Beach office in Orange County and was responsible for the coordination and completion of all aspects of a project.

Paul received a B.A. degree in urban studies/engineering from California State University at Northridge and has a M.B.A. from California State College, San Bernardino. He also holds a B-1 general building contractor’s license. He is a past president of the Orange County Home Builders Council and is currently serving as the President for BIASC's Orange County Chapter.

W. Wes Keusder
Keusder Homes

A third-generation homebuilder, Wes Keusder is owner and president of Costa Mesa-based Keusder Enterprises and EHI, which build homes in Riverside County, Sacramento, and the San Fernando Valley and the South Bay regions of Los Angeles. 

EHI has evolved from the original homebuilding company — Davies, Keusder & Brown — founded by Keusder's grandfather, Walter W. Keusder, who served as CBIA President in 1958 and before that as president of BIASC’s preceding organization in 1955. Keusder's father, Walter, Jr., also served as CBIA President, in 1984, and as president of BIASC, in 1977. Wes Keusder served as BIASC’s president in 2004.

Keusder chaired CBIA in 2007 and also serves on the Board of Directors of the California Homebuilding Foundation. He is a past president of BIASC's Riverside Chapter and has contractor’s licenses in California and Nevada. He previously was involved in another family-owned business, G.J. Payne Company, which resurfaced and repaired streets and runways in the western United States. 

He graduated from the University of Southern California in 1975 with a bachelor’s degree in business and earned a master's degree in business from Pepperdine University in 1982.
